Chen Jinqiao: Policies concerning further promoting the development of TD-SCDMA are under research |

In telecommunication industry, president of telecommunication policy institute of telecom academe of MII, Mr. Chen Jinqiao is one of the experts who hold an optimistic view towards the development of 3G in China. He thinks that the development of 3G is advantageous from the cost-benefit point of view of telecom construction, and it makes for the deepen reform and organization optimization of telecom industry. Under current situation, how should we promote the development of 3G in China, especially the development of TD-SCDMA whose IPR is completely owned by China? During a recent interview by TD-SCDMA forum, Mr. Chen Jinqiao indicated that policies concerning further promoting the development of TD-SCDMA were under research by relevant departments. Concerning TD-SCDMA technology and current development progress of
the industrial chain, Mr. Chen Jinqiao thought that the integral promotion
of TD-SCDMA was better than expected. He said that the R&D process
and the completeness of industrial chain had been improved. Both the
progress of R&D and test were better than the first period. It had
developed into a relevant perfect period from imperfect period. The
complete TD-SCDMA industrial chain was set up in China on the basis
of Chinese corporations. In addition, supports to TD-SCDMA from all
aspects were further carried out, including the financial support of
the government. The allocation of finance became more concentrated which
was highly beneficial for the promotion of the industrialization process.
At the same time, the affiliation of many big companies greatly strengthened
TD-SCDMA camp. As to the support of future policies, Mr. Chen Jinqiao thought that
first the government should increase the support to TD-SCDMA development
corporations, concerning the enhancement of core competitive competence
of domestic enterprises and the balancing development of the companies.
Second, the government should give policy support to those operators
who constructed and operated TD-SCDMA network. This was very important.
He disclosed that relevant policies were under research. Some experts
suggested that policy should incline to TD-SCDMA on prices, network
construction, resources sharing, interconnection and intercommunication,
carriable phone number, and discount interest, etc. However these policies
were not mature enough to publish. What¡¯s more, the government would
also give support to TD-SCDMA on national standard establishment. |
