¡¤ Preface
In recent years, the development of TD-SCDMA industry has been
greatly accelerated and people begin to consider seriously its
industrialization and commercialization. From July 19th to 23rd
2005, China TD-SCDMA delegation visited three 3G international
organizations in UK and the Bureau of Communications in Poland.
Members of the delegation came from of TD-SCDMA Forum, TD-SCDMA
Industry Alliance and Datang Mobile. The delegation attended the
European Conference on Next Generation Mobile Communication held
in Warsaw as well.
This is for the first time that TD-SDMA Forum and TD-SCDMA
Industry Alliance jointly develop the international TD-SCDMA
market. The tow parties fully deployed their advantages in this
event. During this trip, the two partied got a clearer idea
of the demand in the overseas TD-SCDMA market and this trip
is considered to be a solid step towards the TD-SCDMA internationalization.
The representatives in the delegation include Dr. Jing Wang,
Secretary General of TD-SCDMA Forum, Mr. Yang Hua, Secretary
General of TDIA, Mr. Yang Guiliang, Vice President of Datang
Mobile, Ms. Ji Hongyan, leader of the market department of TDIA
and Mr. Jin Yidun, leader of the industrialization department
of TDIA.
¡¤ The short trip in UK
In the morning, July 19th, Discussion on the bank of River
Times
London is famous for its hazy and foggy weather. However, when
the Chinese delegation arrived in London, it was clear and agreeable.
After a short break, the delegation visited the headquarter
of OFFICE OF COMMUNICATION£¨OFCOM£©located on the bank of River
Times.
OFCOM is the supervision and administration organization of
British wireless communications. Mr. Peter Bury, leader of OFCOM
strategic resource department and Mr. William Webb, leader of
OFCOM R&D department received the Chinese delegation. They
said that the main task of OFCOM is to coordinate frequency
resources in Britain and to supervise the frequency usage of
the British operators. OFCOM is technology neutral and it will
exert no influence on the operators regarding the technology
they adopted.
However, in order to guarantee the validity of the current
regulations in the future, when different technologies coexist
in the Britain, OFCOM has already began to conduct some forward
looking research on the probable convergence of multiple technologies
in the future. OFCOM believes that operators should test any
technology and standard before it goes to the market. The final
tester for the technology is the market so operators should
choose their own 3G technology after taking the market demand
into serious consideration.
Secretary Yang Hua introduced the industry development status
of TD-SCDMA, key technology trails and network testing status.
He described the verified advantages of TD-SCDMA as well and
extended his willingness to cooperate with OFCOM to promote
the development of TD-SCDMA technology.
OFCOM had been paying close attention to TD-SCDMA and OFCOM
supports ITU in allocating separately the FDD and TDD frequency
band in 3G extended frequency band.
Mr. Peter Bury and Mr. William Webb introduced to the delegation
as well the frequency allocation in Britain, TDD technology
trails and testing, etc. Currently, TDD frequency band has been
reserved in the 1900¡«1920 Mhz, among which four operators namely
T-Mobile, Orange, O2 and Three has a 5MHz TDD frequency band
respectively.
Mr. Peter Bury and Mr. William Webb said that OFCOM is ready
to establish regular information exchange channels with TD-SCDMA
Forum and TDIA and the two parties will keep each other informed
of the latest TD-SCDMA development and trend. OFCOM may do some
forward-looking research in TD-SCDMA field provided it can maintain
its technology neutral position.
In the afternoon, July 19th, London City
The two 3G international organizations the Chinese TD-SCDMA
delegation visited were located in the center of London, where
booming had just occurred. From the taxi window, we can see
clearly that security measures were enhanced in the main central
areas of London. A lot of people ride bicycles instead of using
public transportation to avoid possible risks.
The Chinese delegation arrived in the UMTS Forum at 2:00 pm
and met with Mr. Jean-Pierre Bienaime ¨C president of UMTS Forum.
The Chinese delegation introduced to Mr. Bienaime the development
status of TD-SCDMA in China, including the overall status of
TD-SCDMA industry chain and the testing status, etc. Mr. Yang
Guiliang, VP of Datang Mobile introduced details of TD-SCDMA
differentiating advantages and characteristics.
Mr. Jean£Pierre said the issue UMTS paid the closest attention
is the IPR issue. He also showed great interest in the 3G license
granting in China. By taking into consideration the 2008 Olympic
game in China, he suggested that the 3G license be granted before
June next year. He said that UMTS hoped to help the Chinese
enterprises to improve the quality of FDD technology and products
and increase the interoperability of TD-SCDMA and WCDMA. UMTS
also wanted to be involved into the Chinese IPR negotiation.
He hoped that UMTS can work with the two Chinese based international
TD-SCDMA organizations in areas like the interoperability, the
evolution and convergence of TDD and FDD.
Mr. Jean£Pierre said that all main operators in Europe like
Orange opposed to run FDD services on the TDD frequency band.
They also conducted trails and testing on TDD technologies,
such as the TD-SCDMA technology in HCP area.
The next stop for the Chinese TD-SCDMA delegation is the headquarter
of GSMA. Mr. Tom Philips, manager of the Public and the Government
and Regional Relationship Management Department. Secretary General
Yang Hua introduced to Mr. Philips the status of TD-SCDMA development
in China, the overall status of TD-SCDMA industry chain, TD-SCDMA
testing as well as the enterprises focus on the TD-SCDMA R&D.
He also introduced the future development of TD-SCDMA technology
and the interoperability of GSM and TD-SCDMA. He said that GSMA
is interested in the TD-SCDMA trails in China, and the granting
of the 3G licenses. He asked several questions about the relationship
of the 3G licenses granting and the maturity of the technology,
the 3G IPR negotiation in China and etc. He said that GSMA will
offer as much help as they can in the above-mentioned areas.
Mr. Tom Phillips also introduced the differences and similarities
of WiMAX and WCDMA to the Chinese guests, the 3G deployment
of the European operators and the TD-SCDMA development in other
areas of Europe. He said as one of the long-term partner of
TD-SCDMA forum, GSMA want to further enhance its regular contact
with TD-SCDMA Forum and TDIA and keep each other informed of
the latest information in this field. He also expressed his
willingness to further cooperate with the two organizations
to promote the research of TD-SCDMA projects of the European
Union.
¡¤ The Warsaw Trip
July 21st, Warsaw, European Conference on Next Generation Mobile
Communication
The delegates seemed to be greatly influenced by the English
people and are more likely to talk about the weather. The weather
in Warsaw is agreeable and not like that in the GB.
The attendees of the European Conference on Next Generation
Mobile Communication included operators, equipment manufacturers
and telecom enterprises of east and central Europe. In the conference,
people exchanged their viewpoints about the next generation
mobile communications and discussed relevant topics in the future
communications field.
Dr. Jing Wang, Secretary General of TD-SCDMA Forum delivered
a keynote speech first on behalf of the TD-SCDMA Forum, TDIA
and Chinese TD-SCDMA enterprises like Datang Mobile. The topic
of his speech is TD-SCDMA ¨C A New Option in the Next Generation
Communications. In the 40 minute speech, Dr. Wang introduced
to the audience the arduous process of TD-SCDMA development,
and he forecasted the future development and market prospect
of TD-SCDMA.
His speech was highly appreciated by all the representatives
of the conference. During the conference, delegates from the
governmental organizations, international 3G organizations,
operators, system and terminal manufacturers, apparatus manufacturers,
software application developers exchanged their concepts and
ideas with the Chinese delegation. Their communication further
enhanced the understanding of TD-SCDMA technology and industry
status of the overseas organizations. Foreign organizations
have a clearer idea of the possibility and way of being involved
into the TD-SCDMA field and establishing regular contact with
the delegation. The Chinese delegation also communicated separately
with relevant operators.
Mr. Yang Guiliang, Vice President of Datang Mobile attended
the roundtable conference held by the organizing committee.
In the roundtable, he compared the 3G development in other areas
of the world with the European mode. He explained the market
demand of 3G in China and China¡¯s choice in its applications
as well.
During the Conference, delegate from ZTE also delivered a keynote
speech on WiMAX. The delegation paid a visit to ZTE¡¯s booth.
The delegates of ZTE thought that the Chinese TD-SCDMA delegation
had done a good job in the conference and their TD-SCDMA promotion
was quite effective. The Chinese home grown 3G standard will
surely has its position in the world 3G market.
The visit of the Chinese delegation not only increased the
visibility of TD-SCDMA in the European government, operators
and manufacturers. In addition, channels have been established
for further information sharing and communication after this
event.
July,22nd. Visited the Bureau of Communications, Poland
The last stop for this visit is the Bureau of Communications,
Poland. On the morning of July 22nd, Mr. Andrzej Chrzanowski,
the President of Bureau of Communications of Poland, Mr. Grzegorz
Pachniewski, consultant of the Bureau and Mr. Stanistaw Wilkowski,
Director of the Frequency Planning Department of the Bureau
met with the delegation.
The delegation introduced to these decision makers the potential
TD-SCDMA advantages and latest development in this field. And
the audiences showed great interest in TD-SCDMA. Prior to this
conference, Poland has also been allocated the TDD frequency
band and the Poland Government had been finding good services
and applications for this band. Mr. Andrzej Chrzanowski stated
that the Bureau of Poland Communication will stay technology
neutral, and is willing to establish regular contact with the
TD-SCDMA Forum and TDIA. He also hoped that the Polish operators
may have TD-SCDMA related information simultaneously with the
Chinese operators through this regular contact. At last, he
also wished TD-SCDMA can be successfully launched in China first.
¡¤ Summary
The very short European trip ended after several days of hard
work. Though very tired, all the representatives were excited
about the achievements they made these days. This visit is considered
to be a solid step in the development of TD-SCDMA. Rome is not
built in one day and we believe TD-SCDMA will fully succeed
through our continuous effort.
However, all the delegates knew this trip is only a small step
in the TD-SCDMA internationalization. And there is still a long
way to go.
The TD-SCDMA Forum will work with domestic and overseas TD-SCDMA
organizations and bring its own advantages into full play to
promote the industrialization, commercialization and internationalization
of TD-SCDMA.
