    The 14th TD-SCDMA Forum Expert Online was held on February 3, 2005. The guest of this issue is Mr. Wang Zhong, Director of the product line management department of TD Tech - the joint venture of Siemens and Hua Wei. Mr. Wang was awarded MBA degree by Beijing University. He has more than ten years experience in the Telecom industry. Mr. Wang is now the director of the product line management department of TDTech He is in charge of TD-SCDMA series product planning, the cooperation with third parties and the introduction of TD-SCDMA products into the market.

1. About TD Tech

Q: What is the Chinese name of TD Tech?
A: The Chinese name of TD Tech is Dingqiao.

Q: Compared with the products made by other vendors, what characteristics and advantages of Node B and RNC developed by TD Tech?

A: NODE B of TD Tech is based on the mature TSM hardware platform developed by Siemens and RNC is on the basis of the mature WCDMA hardware platform of Hua Wei Technologies. So NODE B and RNC of TD Tech are very reliable.

Q: What new services featured TD-SCDMA can TD Tech provide to the operators?
A: We will provide all the mainstream 3G services, such as the video streaming services, multimedia services, etc. Meanwhile we will also provide the services featured TD technologies, such as the asymmetric data services, precise positioning services based on intelligent antenna, and etc.

Q: When will the sector based TD-SCDMA products be provided?
A: We can provide this kind of products in June this year.

Q: Mr. Wang, could you introduce the status of TDS MTnet lab test?
A: We have already initiated the MTnet lab test last December and so long all the RF tests and the first stage functional tests have been finished. We have successfully passed all these tests. After the spring festival, we will begin the second stage functional test, the IOT test and field test scheduled by MII. We are confident to satisfy all MII’s requirements.

Q: Currently, which vendor’s core network are you using?
A: We do not have any special requirements for the core network. Currently, we select Hua Wei’s core network which is based on 3GPP Release 4.

Q: How about the stability of TD Tech Node B products? Dose system failures such as restart, system down and forlopp release often occur?
A: The testing results show that the products are quite stable. There will be no problem to commercialize this technology and we are quite confident about this.

Q: Since the two companies have different cultures, how about the mergence of the two companies? How do Siemens and Hua Wei coexist?
A: Siemens set quite high requirements for its products and Hua Wei can respond rapidly to the market demand. The joint venture brings the advantages of the two companies into full play and has produced high quality products in very limited time. The merging of the two companies’ cultures has very positive effects to the join venture.

Q: Please briefly introduce the current operation of TD Tech.
A: The holding company of TD Tech in Hong Kong has just been established. Its subsidiary in Beijing is currently under the approval process. We believe it will also be established soon.

Q: It is said that several terminal vendors have tested their products in Siemens for free, is that true?
A: The aim of the cooperation between us and all the terminal vendors is reciprocity and mutual benefit.

Q: Hua Wei is dedicating to popularize its GT800 and claimed that it can be transformed to TD-SCDMA. Does this indicate that TD Tech is continuing to develop TSM?
A: We are now focusing on LCR development.

Q: What is the scale and the business scope of the joint venture? Which departments of the two parties will be incorporated into the joint venture?

A: Currently there are more than 400 employees in the joint venture, the majority of which are technical personnel. We will continue to expand the scale of the joint venture this year. The joint venture will focus on the development, sales and production of the radio access system – RAN. All departments of the two parties that are related to TD-SCDMA services will be incorporated into the joint venture.

Q: Application is the bottleneck of TD-SCDMA and even 3G. Has Siemens conducted any research in this field?
A: The joint venture pays much attention to the research on applications. For example, our first commercial version can support the asymmetric services and precise positioning services. Meanwhile, we also dedicate to research and develop other unique new services.

Q: In the future market development, will Siemens stick to Hua Wei’s RNC and core network? Will Siemens consider cooperating with other vendors?
A: We do not have any special requirements for the core network. And we can also match other vendors’ core network.

Q: Does TD Tech have any mature TD-SCDMA network planning tools at present?
A: TD Tech has already scheduled to develop network planning tool. And this tool is also based on the previous experience of GSM and WCDMA development.

Q: What are the characteristics of Hua Wei’s RNC?
A: The RNC of the joint venture is based on Hua Wei’s CDMA hardware platform and its TD-SCDMA software is readapted. It is now very stable.

Q: Multi-carrier TD-SCDMA is considered to be the prerequisite of TD-SCDMA standalone network deployment. However, in the stipulation of relevant standards by CWTS, we have noticed that discrepancy exist in the understanding of this issue between Siemens and other companies. Siemens’ understanding is even different from that of Hua Wei. This brings a lot concern about the future IOT and compatibility of TD-SCDMA. In the recent 2 or 3 months, has consensus been reached by Hua Wei and Datang regarding this issue?

A: We do not have large discrepancies in network deployment.

Q: Which TD-SCDMA multi-carrier programme will TD Tech adopt? Da Tang’s programme or your own?

A: We will adopt the programme prescribed in the standard.

Q: The shareholders of TD Tech are developing WCDMA simultaneously and are all in the leading position in the industry. How to avoid the gaming of these two technologies?
A: TD Tech does not conflict with the interest of its parent company. We just focus on TD-SCDMA.

Q: Who is the developer of OMC in node B, Hua Wei or Siemens?
A: It is developed by TD Tech.

Q: There are still some discrepancies between Siemens, Hua Wei and Datang, is that right? Does this indicate that the terminal should support the multi-carrier programmes of Siemens and Datang simultaneously? In other words, does that mean that the terminal which support Datang’s multi-carrier programme does not work in Siemens’ system?
A: We will develop our products under the framework of multi-carrier programme standard stipulated by CCSA.

Q: How is the development of the joint venture? Is the main business of the joint venture on systems or terminals, or both?
A: The joint venture is doing well on its R&D at present. The milestone works in our plan last year have all been successfully completed. Meanwhile, the registration of the joint venture is also conducted smoothly. Now the joint venture is focusing on the RAN products.

Q: At present, will the baton handover technology be adopted in Siemens’ system?
A: Yes, we will adopt baton handover technology.

Q: Is the smart antenna being used in Siemens’ system?
A: Yes, it has already been used.

Q: Mr. Wang, are you in charge of the marketing activities or the R&D of the company?
A: I am in charge of the definition and planning of the products, the cooperation with third parties and the introduction of products to the market.

Q: What’s the serious problem you are facing at present?
A: The merge of any two companies is a challenge to the management of the joint venture. So far we have actively bring the advantage of the tow parties into full play and learn from the strong points of the two sides to offset each other’s weakness. Currently, we do very well in these aspects.

Q: The development of TD-SCDMA is satisfactory. However, if it is commercialized simultaneously with the other 3G standards, the gap resulted from its 2-3 years’ lag behind others is a great challenge to each TD-SCDMA vendor. How will TD-TECH face this challenge?
A: We will further invest in our R&D and enhance our management.

Q: Will TD Tech develop mobile phones?
A: At present we do not have any plan to do R&D in mobile phone field.

Q: Does TD Tech have any plan to introduce its TD-SCDMA products into the overseas market? And what is the positioning of your products in the overseas market?
A: TD Tech has already planned to introduce its TD-SCDMA products into the overseas market. We will fully deploy the influence of the two parent companies to popularize our products in the overseas market.

Q:JV's product development status and JV's product performance ?
A: We are fully confident to launch our commercial TD-SCDMA products this June. This is because our milestones set one year ago have all been fulfilled without any delay. We will maintain and develop this momentum in the future and get fruitful results.

Q:what's the relationship between Datang and TD Tech currently?
A: Siemens and Datang have previously cooperated in TD-SCDMA R&D. In the future, TD Tech will continue to cooperate with Datang and we will jointly promote the development of TD-SCDMA industry.

Q: How many people of TD Tech are involved into the development of LCR node B product? How long will the development take? Siemens has already accumulated some experience in TSM development; however, it seems to take quite a long time to transform from TSM to LCR. Can you briefly introduce the difficulties you have met in the transformation?
A: There are altogether about 400 people in the joint venture, 90% of which are technical personnel. We will further expand the scale of the joint venture in the future. Actually the time of the transformation from TSM to LCR was not so long. We began to develop LCR products about one year ago.

Q: How will you handle your fund? E.g., the continuous investment in your R&D?
A: At present, we have adequate fund to support the development of our commercial products. If 3G license is issued by the government, we can further invest in our R&D with the sales revenue of the joint venture and develop high performance, high-tech radio communication products and better satisfy the market demands.

Q: Will TD Tech join the industry alliance?
A: We will consider this issue seriously.

Q: Are all the 400 people involved in the development of node B?
A: Including node B and RNC.

Q: Siemens has met some difficulties now. Will it have any influence on TD Tech?
A: Siemens has developed its network services smoothly, and the joint venture will be a separate entity in the future. The fund from the parent company has already been poured into the joint venture. So the difficulties of the parent company will have no influence to the joint venture.

Q: How to evaluate your competitors?
A: We hope we have strong competitors in TD-SCDMA field. This will benefit the development of the whole industry.

Q: What is your prediction of TD Tech’s market share in the future?
A: The joint venture will surely play a very important role in the future market.

Q: In your point of view, what is the role of the industry chain in promoting the development of TD-SCDMA in China? And what is TD Tech’s function in this process?
A: The shaping of the industry chain is vital to the development of TD-SCDMA. We will encourage more vendors to join this industry chain through our own actions.

Q: Do you recruit engineers from the public?
A: Yes, of course.

2. Technical Issues

Q: It is said that the co-channel interference in TD-SCDMA is significant, how will Siemens solve this problem?
A: Many excellent and advanced technologies have been adopted in TD-SCDMA, for example the joint detection and smart antenna. These technologies can solve the problem of co-channel interference effectively. We do not need to worry about the co-interference network deployment capacity of TD-SCDMA.

Q: Will it use one same antenna array when the multi-carrier works?
A: One antenna array will be used when the multi-antenna works.

Q: How to testify the carrier capacity of the ps service in Siemens system?
A: The testing is arranged according to the testing items required by MII.

Q: When using the two carriers, will the switching point of uplink and downlink be different?
A: This is quite probable according to the operators’ requirement.

Q: Currently which vendor’s testing terminal has better performance?
A: I think it will be better to discuss this issue after we have the final result of MTNET testing.

Q: What will be the capacity reduction if we deploy the standalone network? Can we bear it?
A: Standalone network will not influence the capacity.

Q: Does TD-SCDMA have any advantages in supporting PTT?
A: Among all the 3G systems, TD-SCDMA is the most suitable for PTT services. As you may know, PTT is a semiduplex system. It doesn’t need any symmetric frequency and TDD can satisfy this requirement. So the efficiency of using the frequency resources can be improved.

Q: In your core network, have you considered the dual mode  with GSM?
A: The technical problems in this issue are very easy to be solved.

Q: Where do you think the bottleneck of TD-SCDMA lies in? The network side or the terminal side?
A: We will strive to satisfy MII’s deployment in both the network side and the terminal side.

Q: Can you tell me how the TD-SCDMA works when using the multi-carrier? Then how does the same antenna array deal with the uplink/downlink interference in the same time slot?

A: You can refer to the detailed technical documents of the multi-carrier programme. The uplink/downlink interference can also be overcome.

Q: What new services and applications that were not previously provided by 2G handsets can TD-SCDMA terminal handsets provide? Eg. Positioning, video and audio functions, games, etc.
A: We will support all the 3G services.

Q: What services will be developed in the TD-SCDMA terminal handsets in recent years?
A: Firstly basic services should be guaranteed, such as the voice services, 384k data services. In addition, other services can also be developed on the basis of these basic services.

Q: How is the uplink synchronization problem solved in TD Tech’s  RRU programme?
A: The requirements can be satisfied by adopting appropriate algorithms.

Q: Some documents show that there is some problem in the HCR network deployment. Does LCR, which is also in the TDD family, have the same limitations?
A: The frame structure of HCR and LCR are different. This results in different characteristics of HCR and LCR. LCR aims at the network deployment from its initial design.

Q: Do you still have any technical problems that can influence the network deployment and application of TD-SCDMA?
A: Currently, all the main problems have already been solved.

Q: Does TD Tech have any unique understandings regarding the TD-SCDMA network expansion and evolution?
A: The capacity of TD-SCDMA is hard capacity and is related to the channel resources of TD-SCDMA. This has effectively restrained the cell breathing effect and lowered the complexity of network planning and expansion as well as the cost of operators.

Q: When the capacity is the same, is the cost of TDS node B higher than that of FDD?
A: This depends on solutions of different vendors.

Q: What is the future prospect of the so called “bundling network deployment”?
A: TD-SCDMA is fully capable to deploy the standalone network. This has been verified by many experts and on-site testing. Of course, it can also adopt the bundling network deployment.

Q: In your viewpoint, is TD-SCDMA capable to deploy standalone?

Q: So far which vendors have produced TD-SCDMA handsets and can provide handset chips?
A: Many vendors have already produced TD-SCDMA handsets and handset chips, e.g. Datang, COMMIT, T3G, Spreadtrum and Chongyou, etc.

Q: Is the pre-commercial testing necessary before commercializing TD-SCDMA? Do you have any schedule for these processes?
A: We will do these testing if they are required by the government and the operators.

Q: We want to know if TD-SCDMA emphasize only on node B.
A: Both node B and RNC are important.
