How to evaluate these and what is Chinese government’s whole development strategy of TD-SCDMA Recently, TD-SCDMA forum interviewed Mr.Zhang Xinsheng, the deputy director general of department of science & technology of MII.

Firstly, Mr.Zhang emphasized the importance of technology. The advance and promotion of TD-SCDMA have brought concerns worldwide, the ultimate reason is its technological advantages.

TD-SCDMA has been one of international 3G standards due to a great deal of research, argument and discussion. TD-SCDMA has been accepted universally especially after the auction of European 3G spectrum.

Mr.Zhang thought, at the beginning of the birth of TD-SCDMA, Europe focused mainly on WCDMA and just processed emulation on TD-SCDMA. There are different views on the perspective of TD-SCDMA, but we shall face the fact: vendors from china and overseas are speeding up the R&D and emulation procedure.

TD-SCDMA is becoming the highlight of global 3G.Japan, Europe and America pay great attention on TD-SCDMA and some leading vendors have paid great input on its R&D. Mr.Zhang said although some problems on TD-SCDMA need to be explored, it has been accepted widely. Because TD-SCDMA has smart antenna, software radio and high spectrum efficiency technologies, it is especially useful for mobile data applications due to its time division and uplink synchronization characteristics. Thus, the heating up of TD-SCDMA is not based on blindness but R&D.

TD-SCDMA changes the research direction of 3G and its influence is far-reaching

Speaking of the influence of TD-SCDMA technology on the global 3G, Mr. Zhang Xinsheng believed that the evolution of TD-SCDMA technology changes the research direction of 3G. This evolution provides us three issues, which is meaningful for the development of 3G.

The first issue is whether we should develop smart antenna or self-adaptive antenna? TD-SCDMA is the only 3G standard based on smart antenna technology, the development of TD-SCDMA accelerates the research and analysis involved in the study. Most people believe the realization of smart antenna will determine the direction of 3G development. At presents, China is ahead of the world in this area.

The second issue is whether software radio can realize actually? Conditions of 3G will be changed completely if radio software could be achieved. In the meantime, the evolution of TD-SCDMA promoted the research and exploration on software radio analysis in global telecom industry. However, Mr. Zhang believed that the research progress on radio software is behind the analysis of smart antenna.

The third issue is what will happen if TD-SCDMA plus IP? The evolution of TD-SCDMA arises more attention on the issue of IP development direction.

Mr. Zhang believed, the emergence of TD-SCDMA will foster the analysis direction to the above-mentioned three topics, which are extremely meaningful for the development of TD-SCDMA. Apparently, he said, the outlook of global wireless communications will be altered if the above three issues had broken through. Therefore, the real meaning of the evolution of TD-SCDMA standard is that it leads discussion of 3G technology. Exploration on TD-SCDMA technology bring many advantages to the evolution of global mobile communications, therefore, people will pay much attention on the development of smart antenna, radio software, and the NGN based on IP technology.

China has the capability to develop TD-SCDMA and its objective is to step forward to the global market

Talking about the tide of TD-SCDMA, Mr. Zhang believed another reason due to the improvement of enterprises’ technology capabilities and the industry capabilities. He said the research in china accelerated the research worldwide. The development of economics and telecommunications creates the preconditions for the development of innovative and integrated telecommunications field. Enterprise’s economic capabilities, staff qualifications and industrialization capabilities are the preconditions for the evolution of TD-SCDMA. Specifically, the improvement of enterprise capabilities in china creates the condition. He said, in order to develop a new mobile communications system, a serious of issues need to be considered, which include the development of CN and terminals, capabilities to design chips, production and development capabilities of the related parts. Although we still have some distance compared with foreign advance standards, we possess the competence of development, and this is why TD-SCDMA could be accelerated continuously.

Another critical issue on the promotion of TD-SCDMA research ascribes to the reason that China’s enterprises have capability to devote and willingness to devote and the research capabilities. Mr. Zhang says, although Chinese government provides great support and certain finance aids for the development of TD-SCDMA, it still need the involvement of enterprises. Those enterprises, especially Datang, have input a large number of capital for TD-SCDMA development. Without the continuous devotion, TD-SCDMA couldn’t be promoted in such a rapid speed.

Talking about the development strategy of TD-SCDMA in china, Mr. Zhang said, Chinese government regards TD-SCDMA as our strategic industry to develop. On one side, we need to lead domestic enterprises to the whole TD-SCDMA industry chain, on the other side, we also encourage international enterprises to involve into the evolution of TD-SCDMA industry. Currently, we are promoting the TD-SCDMA industrialization at full speed, we will establish a whole industry chain. The devotion of Chinese government to TD-SCDMA clearly indicates that Chinese government integrates TD-SCDMA into its whole strategy. In the mean time, the enterprises should continue to devote, to do some detailed work in order to perfect the development and perfection of the technology.

Talking about the aim of developing and promoting TD-SCDMA technology, Mr. Zhang had full confidence and explained that the aim is not only domestic market but also the global market. He expressed that the enterprises in China should have this ambition, to exert the joint advantage of vendors and operators, to accelerate the commercialization of TD-SCDMA at full speed.
