As to the development of China’s 3G, Mr. Jiang considered that our 3G development should make for the development of China’s general economy development. 3G industry will develop and common people will gain boon. 3G should impel the economy development and bring along the development of telecom industry which includes carriers, related R&D institutions and manufacturers, etc. He thought it a weighing standard that the success of our 3G development largely depends on the development of TD-SCDMA. Our 3G industry will succeed only if the development of TD-SCDMA is successful. Because on one hand, TD-SCDMA is an international 3G standard which China owns its intellectual property rights so its development will bring larger benefit to our country. On the other hand, China must not develop only one standard of 3G so the development of TD-SCDMA will also make for the development of the other two standards in China. It will not only restrain the market prices but also impel the related R&D of our corporations due to the relevance of technologies. So Mr. Jiang thought that the development of TD-SCDMA represents the meaning of Chinese 3G development to some extent.

While talking about the development posture of TD-SCDMA, Mr. Jiang pointed that 3G development is not mature enough in the world at present and this provides the time and space for the development of TD-SCDMA. In terms of standard, TD-SCDMA has been perfect enough and its RAN system is being improved. But there are still bottlenecks in terminals which need to be improved. In terms of the supports, he said that the support from our government is very clear and the force is greater and greater. The whole situation is good. But in terms of the whole industry chain, he thought that the participation of the carriers for TD-SCDMA is not enough and this will affect the fast maturing of TD-SCDMA to a large extent.

What is the reason why the carriers haven’t participated deep enough in the development process of TD-SCDMA?

Mr. Jiang thought that although the government has provided large support to TD-SCDMA, the overall policy guidance is not clear enough. The main cause is that our government has not clarified whether they will assign separate license to TD-SCDMA. He said that this is fatal for the development of TD-SCDMA.

He explained that the advantage of clarifying to assign separate license to TD-SCDMA as early as possible is that this will make people see the specific market future of TD-SCDMA clearly. It will also help manufacturers to mobilize the motive power for the research of TD-SCDMA and the manufacturers’ chain will expand quickly. This policy guiding may be more effective than investing funds in the R&D of TD-SCDMA directly. Assigning separate TD-SCDMA license will also have two important effects: the first one is the demonstration effect. Mr. Jiang said that foreign carriers will not adopt TD-SCDMA unless China uses it first. The second one is the effect of impelling the advancement and improvement of the technology. He emphasized that a new system will not maturate and consummate indeed unless after practical applications.

As to the contention of whether TD-SCDMA can constitute network individually, Mr. Jiang thought that this contention is nonsense. In the 3G standards of ITU, TD-SCDMA has the equal status with the other two standards and ITU never says that TD-SCDMA can not constitute network individually. We should believe the judgment of experts for this problem. With regard to the discussion of assigning 3G license by binding TD-SCDMA and WCDMA, he thought that if the binding license affects the assignment of separate license to TD-SCDMA, it is disadvantageous for the development of TD-SCDMA. Firstly, in terms of technology, this means that we degrade our TD-SCDMA standard as a supplementary standard. Secondly, in terms of business development, TD-SCDMA will ruin in the end. He said that no carrier can construct two large-scale mobile networks at the same time. In the environment of market competition, carriers must construct one network well at first and then consider constructing the next network according to the demand of the market. This is disadvantageous for the development of TD-SCDMA apparently.

In conclusion, Mr. Jiang thought that, under the background that the time for assigning 3G licenses is not mature, the declaration of the government to assign separate license to TD-SCDMA in the future will mobilize the inherent power of the carriers and manufacturers in developing TD-SCDMA, even that they need not to specify the number of the license and the way of assignment. He said that the equipment developers should double effort to develop commercial equipments so as to promote the government to make the decision of assigning separate license to TD-SCDMA soon. In terms of development strategy, Mr. Jiang advised the manufacturers to emphasize the basic functions and the performance of stability and reliability other than pursuing the variety of functions at present.

When refer to the attitude of China Railcom to the development of TD-SCDMA, Mr. Jiang chunsheng said that China Railcom has provided powerful supports to TD-SCDMA for a long time and has done a lot of related work. In 2002, it constructed TD-SCDMA field trial network in Chengdu to trace this technology and know its ability in network deployment and applications. This advanced the development of the national industry objectively and also advanced the maturity of TD-SCDMA technology. China Railcom has also provided active supports for the MTnet test. He said that China Railcom will support the development of TD-SCDMA as usual and will take on more work to impel the development of TD-SCDMA positively.
