Siemens and Huawei Officially Launched the Joint Venture

TD Tech Ltd., a joint venture between Siemens Communications Group and Huawei Technologies Co., Ltd., was officially launched today in Beijing in an effort to significantly boost the industrialization and commercialization of TD-SCDMA technologies. Combining the experience and strong technical background of the two parent companies in 3rd generation mobile technology, TD Tech will focus on the development, production, sales, and servicing of TD-SCDMA technologies and products. Mr. Guo Ping, Executive Vice President of Huawei Technologies and Chairman of TD Tech, and Mr. Christoph Caselitz, President of Mobile Networks for Siemens Communications Group, were both pleased with the initiation of the joint venture, claiming at the launch ceremony that TD Tech would be a driver for the commercialization process in China and in the world.

Early in October 2002, the Chinese Ministry of Information Industry (MII) allocated the 155MHZ spectrum to TDD, paving the way for the commercialization of the TD-SCDMA standard in China. Siemens and Huawei signed a contract for the formation of a TD-SCDMA joint venture in early 2004. Since that time, the two companies have worked closely to initiate research and development on TD-SCDMA technologies, products and applications in preparation for the launch of the JV. TD Tech¡¯s self-developed equipment has already participated in field tests conducted by the MII. Both Siemens and Huawei Technologies hope that through the effort of TD Tech, operators outside of China, including those in Europe and US, will gradually adopt the standard based on its success in China.

Currently, the marketing efforts of TD Tech focus on the domestic production and sales of TD-SCDMA Radio Access Network (RAN) products. TD Tech will also focus on the development of TD-SCDMA-based digital trunking system and radio access system in an effort to provide the Chinese-standard equipment for the Chinese government and enterprises to build the secure trunking network.

Both companies bring to the JV decades of experience in telecommunication technology. ¡°The official establishment of TD Tech brings us to a new phase of cooperation with Siemens, a leader in TD-SCDMA technologies, driving the successful commercialization of TD-SCDMA solutions,¡± said Mr. Guo Ping, Executive Vice President of Huawei Technologies and Chairman of TD Tech. ¡°By leveraging the complementary resources of the two parent companies, this joint venture will be able to develop more sophisticated, more mature and more comprehensive technologies and products, all with lower R&D costs.¡±

¡°Huawei is committed to developing the mobile communications with full energy put in 3G. Huawei has deployed six W-CDMA commercial networks throughout the world, and is making good progress in the CDMA20001X arena, with presence in more than 40 countries.,¡± added Mr. Guo.

Mr. Caselitz commented, ¡±We are very eager to realize the full potential of the collaboration between us. With the strong R&D and market responsiveness capacities of the two parent companies, TD Tech will certainly be a winner in the TD-SCDMA market in China.¡± He added that Siemens is in a good position to offer leading 3G technologies to Chinese operators, and strives to be a market leader in China.

With the maturing of TD-SCDMA technologies, more manufacturers have become involved in the development process, driving the formation of a more comprehensive product chain. As a joint venture dedicated to TD-SCDMA, TD Tech will sufficiently leverage the technical advantages of its parent companies to speed up its development of competitive products and solutions. TD Tech will contribute to the industrialization of the TD-SCDMA standard in China.
