Report of Secretary General Jing Wang*s Visit to the TD Enterprises

In May 2005, just after the 2005 TD-SCDMA international summit, the secretary general of TD-SCDMA Forum, Dr. Jing Wang visited the forum members and the summit sponsors in southern China. The enterprises include TD system manufacturers like ZTE, Alcatel Shanghai Bell; TD chipset makers like Commit, ADI, Philips Research East Asia; TD handset makers like DBTel, OKWAP, Hisense, Bird; TD handset designers like Longcheer Group and TD operating system developer Koretide, etc. In-depth discussion was held on a variety of topics like problems to be solved in the TD-SCDMA industry chain, future policy governing TD industry, market positioning of TD and comments and suggestions about the Forum by the TD enterprises and etc.

The newly finished 2005 TD-SCDMA International Summit was highly appreciated by TD﹛R&D enterprises. They believe this Summit is of great importance in the TD-SCDMA development. After the Summit, TD-SCDMA is getting more and more attention from the public and the international cooperation in this field tend to be more frequent. Some enterprises reported that their overseas partners have already changed their attitudes toward TD-SCDMA. They stated that they will take solid steps and put significant investment in TD-SCDMA.

Many R&D enterprises believe that TD-SCDMA technology is fully mature and they show confidence in the future TD-SCDMA market. ZTE and Shanghai Bell Alcatel said that their system equipments will be qualified for pre-commercial use by the end of this year. TD-SCDMA chipset makers like Commit and ADI will be able to provide solutions for TD chipset mass-production. While the terminal manufacturers said that the high-end, middle-end and low-end terminals will be available by the end of this year. In addition, these members suggest TD-SCDMA forum hold more events and activities on the pre-research of TD-SCDMA evolution ㄗLCR HSDPA/HSUPAㄘ. Operators have to consider the future evolution of this technology whatever 3G system they adopt.

Currently, the TD-SCDMA industry chain continues to expand to include more big name companies, the products are maturing up. However, sectors in this industry like TD chipset, terminal, apparatus and application are still rather weak. Factors influencing the input from different enterprises as well as the market positioning of relevant chipset makers and terminal manufacturers include the still not so clarified TD policies, lack of investment from operators and the unclear market prospect, etc. As a result, the TD enterprises appeal the government to further clarify relevant policies. For example, to set up TD pre-commercial trail networks, to confirm the time of granting TD-SCDMA licenses, etc. Some vendors suggest the government to grant TD licenses earlier because the initiative of TD-SCDMA is late than its two rivals.

Compared with 2G and 2.5G, the key point in 3G success lies in its application and commercialization. This is also true for TD-SCDMA. We suggest that relevant enterprises would better initiate research on TD applications earlier. Such as PTT services which is extremely suitable for TD frequency, mobile video service, mobile commerce, industry applications (e.g. in the transportation industry), MP3ㄛGPSㄛlaptop computer, mobile games as well as the Internet services, etc.

As one of the international 3G standards, TD is about to be commercialized in China and has its great potential in the overseas market. TD-SCDMA forum has good connection with well known domestic and international organizations. It will surely benefit the TD international cooperation and relevant media promotion. Currently, the TD-SCDMA forum is a market representative partner of 3GPP (MRP), and has signed cooperation agreements with GSMA and CDG respectively. Different technology cooperation projects will be developed successively in the near future. In addition, vendors also suggest that the forum should enhance the communication with overseas operators and TD vendors, and this will benefit the future TD-SCDMA overseas commercialization.

TD-SCDMA cannot succeed without the support of the government, the participation of the operators, the involvement of the overseas enterprises and the positive influence of the market. By visiting the members, the Forum achieved better communication with its members and clarified its missions in the coming years, which is to bring the advantages of the Forum as a neutral platform into full play and to enhance the communication between the enterprises and the government and the operators. The forum will also facilitate the interaction of different sectors of the TD-SCDMA industry chain and to promote the international communication and cooperation as well as its industrialization, commercialization and internationalization.

In order to better serve the members and meet their needs and demands, secretary general Wang will also visit other board members and senior members of the TD-SCDMA Forum at appropriate time. We believe this will be a great impetus to the development of the TD-SCDMA.
