 An IPR Seminar
on mobile communication was held by the Forum from 12th to 13th Dec.
2002 at Beijing Jiu Hua Spa & Resort. Experts from State Intellectual
Property Office P.R.C. in charge of the IPR examination of communications
and Senior lawyers from Global law Associates attended the seminar to
discuss with all the participants on relevant problems of IPR.
The topics of the seminar include: concern during the process of the
application, what kind of technology can be awarded patent, proper time
to apply, exact process of patent application, preparation of technical
materials when applying, relation between essential patent and dependent
patent, statistics and analysis of patent applications in mobile communication
area, etc., Dr.Wang Zhaolin, Senior Lawyer from Global law Associates
suggested that the approach to lead technical advantages to market superiority
should be: market---orientation---technology development---patent application---standard
establishment---licensing---monopoly.
Representatives from members of TD-SCDMA Forum attended the seminar
and discussed together the hot topics on IPR.
With the further development of TD-SCDMA technology and its industrialization,
TD-SCDMA standard has made a great achievement. With the issue of 3G
frequency planning, Intellectual Property Right (IPR) of 3G standards,
a comparatively sensitive but inevitable problem, has become a focus
of China government and telecommunication industry. The proper disposal
of IPR problems will be helpful to solve the problems occurring in the
process of TD-SCDMA industrialization, and thus to effectively accelerate
the development of its industrialization. |
